The Ministry of Agriculture and Rural Affairs printed the 14th Five-Year Plan for National Fishery Development

Recently, the Ministry of Agriculture and Rural Affairs formulated and issued the 14th Five-Year Plan for National Fishery Development (hereinafter referred to as the Plan), which systematically summarized the achievements of fishery development in the 13th Five-Year Plan, analyzed the challenges and opportunities, and made overall arrangements for the national fishery development in the 14th Five-Year Plan.

According to the Plan, during the 14th Five-Year Plan period, it will adhere to the working ideas of "stable production and supply, innovation and efficiency, green and low-carbon, standard safety and rich fishermen", adhere to the basic principles of equal emphasis on quantity and quality, innovation-driven, green development, expanding domestic demand, opening and win-win, overall development and safety, promote the high-quality development of fishery and coordinate the modernization of fishery. It has set 12 targets for fishery industry development, green ecology, scientific and technological innovation, and governance capacity, and strives to basically realize fishery modernization by 2035.

The Plan put forward the key tasks of fishery development in the 14th Five-Year Plan of "three improvements and three promotion", and planned 12 major projects in the form of columns. First, we will strengthen the foundation of fishery production and raise the level of stable production and supply of aquatic products. We should take ensuring the supply of aquatic products as the top priority in the development of fishery, stabilize the area of aquaculture, promote green and healthy aquaculture, promote the revitalization of the aquaculture seed industry, and optimize the supply of captured aquatic products. Second, promote the integrated development of the fishery industry and enhance the modernization level of the fishery industry. To improve the processing and circulation of aquatic products, cultivate and expand a variety of business forms, strengthen the expansion of aquatic products market, and promote the development of industrial agglomeration. Third, strengthen the reform and innovation of fishery industry and improve the level of industry governance. Strengthen fishery science and technology, promote the reform of fishing vessels and fishing ports management, improve the organization of fishery production, and strengthen fishery administration law enforcement. Fourth, we will continue to strengthen the protection of aquatic life, with the Yangtze River as the focus, and promote the sustainable utilization of fishery resources. We will effectively ban fishing in the Yangtze River for 10 years, strengthen conservation of aquatic living resources, and improve the protection of aquatic wildlife. Fifth, strengthen the prevention and control of fishery risks and promote the safe development of fishery. We will ensure the safety of aquatic organisms, strictly control the quality and safety of aquatic products, strengthen the production safety of fishing vessels, and improve the safety of fisheries related to foreign affairs. Sixth, promote open development and win-win cooperation. China will promote the expansion of international cooperation in fisheries, continuously improve its capacity for international compliance, and encourage the aquaculture industry to "go global".

Going forward, the Ministry of Agriculture and Rural Affairs will target the goals of the Plan, encourage all localities to implement the key tasks set out in the Plan, and jointly promote the implementation of the Plan.
