By 2025, the city's fishery output will reach about 570,000 tons, create three state-level demonstration zones for healthy aquaculture and ecological aquaculture, and build three provincial modern fishery industrial parks. Highlight the innovation and development of the aquaculture seed industry, promote the transformation and upgrading of the aquaculture industry, reduce the intensity of inland and offshore fishing, build fishing port economic zones, build overseas ocean-going bases, and expand and strengthen the fishery industry chain.

First, develop ornamental fish farming, promote the brand building of aquatic products market, hold fairs and professional events with domestic and foreign influence, and form a aquatic products trading center and an aquarium industry model integrating aquaculture, tourism and leisure culture with the characteristics of Guangzhou. Second, relying on the Lianhuashan national central fishing port, we will build Panyu National coastal Economic Zone through the implementation of the renewal and transformation of fishing vessels and the action of fishermen to reduce their boats and switch to production, promote the deep integration of the fishery industry, improve the development level of leisure fishery, and promote the construction of China's fishing port economy leading area. Third, continue to work together to ensure the success of the China-Pacific Island Countries Fishery Industry Cooperation Forum, the China Aquaculture Seed Industry Expo and the China (Guangzhou) International Fishery Expo, and build an international fishery cooperation and exchange center with world influence.
